Proper waste disposal and adherence to local dumping regulations help keep the Central Okanagan clean, safe, and environmentally sustainable. Whether you are clearing out residential household waste, clearing land, or disposing of renovation debris, understanding local drop-off facilities and anti-dumping laws ensures smooth, legal disposal.

Glenmore Landfill is the main active disposal facility serving the entire Central Okanagan region, while West Kelowna relies on the Asquith Road Transfer Station for residential waste drop-offs.


Glenmore Landfill, Kelowna

  • Location: 2720 John Hindle Drive, Kelowna | Maps link

  • Hours: Open daily from 7:30 AM to 4:45 PM (Closed Dec 25, Dec 26, and Jan 1)

  • Accepts: Residential garbage, commercial waste, yard waste, clean wood, drywall, construction/demolition debris, appliances, tires, and recyclable scrap metal.

  • Key Tipping Fees:

    • General Garbage: 106/tonne (12 minimum charge for loads under 250 kg)

    • Yard Waste: 44/tonne (6 minimum)

    • Clean Wood: 30/tonne (6 minimum)

    • Gypsum/Drywall: $200/tonne (requires testing and specific packaging rules)

    • Mattresses: $18 each


Asquith Road Westside Transfer Station, West Kelowna

  • Location: 2640 Asquith Road, West Kelowna | Maps link

  • Hours: Open Friday through Monday, 7:30 AM to 4:00 PM (Gate closes at 3:50 PM). Closed Tuesday, Wednesday, and Thursday.

  • Restrictions: Residential use only (no commercial haulers or small business waste allowed).

  • Does NOT Accept: Drywall, concrete, dirt, rock, sod, electronics, or commercial loads (these must go to Glenmore Landfill).

  • Rates:

    • Residential Garbage: $5/bag (max 2), $20 per small load (up to 4' x 8' x 2'), $50 for larger loads

    • Yard Waste: $1/bag or $5 per standard load

    • Large Appliances & Scrap Metal: Free drop-off

    • Mattresses: $23 each


Key Dumping & Transport Rules

  • Cover & Secure Your Load: All materials transported on public roads must be tied down and covered with a tarp to prevent debris from spilling.

  • No Mixed Load Discounts: Mixed loads with recyclable and garbage items combined are typically charged at the highest applicable waste rate. Separate yard waste, scrap metal, clean wood, and garbage before arriving to save money.

  • Hazardous Materials: Liquids, paints, pesticides, propane tanks, and electronics should be dropped off at designated return-it/recycling depots or specific drop-off zones rather than thrown in general garbage bins.


Illegal Dumping: Municipal, Provincial & Federal Regulations

Illegal dumping along roadsides, forest trails, and public corridors poses serious risks to local wildlife, contaminates soil and groundwater, and incurs high cleanup costs for taxpayers. To curb this, severe financial and legal penalties exist across municipal, provincial, and federal jurisdictions in Canada.

Municipal Bylaws (Local Level)

  • Penalties: $100 to $2,000+ ticket fines per offense.

  • Additional Costs: Offending vehicle owners are responsible for the total cost of professional site remediation and cleanup.

  • Enforcement: Enforced by local Bylaw Officers. Leaving mattresses, appliances, or construction debris in alleyways, parks, or rural road shoulders results in direct municipal ticketing.


British Columbia Provincial Laws

  • Primary Acts: BC Environmental Management Act and Land Act.

  • Penalties for Individuals: Administrative penalties start at several hundred dollars, while serious or repeated violations prosecuted in court carry fines up to $1,000,000 and/or 6 months imprisonment.

  • Commercial Dumping: Unlawful dumping of hazardous waste, drywall, or commercial refuse on provincial Crown land triggers rigorous prosecution by the BC Conservation Officer Service (BC COS).


Canadian Federal Laws

  • Primary Acts: Canadian Environmental Protection Act (CEPA) and Fisheries Act.

  • Penalties: Fines under CEPA range from $5,000 up to $1,000,000+, with potential jail time between 6 months and 3 years for severe environmental harm or dumping near waterways.

  • Scope: Federal regulations apply primarily when illegal dumping contaminates fish-bearing waters, migratory bird habitats, or federal lands.


How to Report Illegal Dumping in BC

  • On Municipal Roads & Parks: Report directly to the local municipality's Bylaw Enforcement or Environmental Programs department.

  • On Crown Land or Rural Backroads: Report to the BC Conservation Officer Service via the 24/7 Report All Poachers and Polluters (RAPP) line at 1-877-952-7277.
